Meeting of District Level Coordination and Monitoring Committee (DISHA) under the chairmanship of Honorable Nalanda MP Kaushalendra Kumar.






 KHABRE TV : 9334598481 : Shubham's riport : Under the chairmanship of Hon'ble MP Nalanda Shri Kaushalendra Kumar, a meeting of District Level Coordination and Monitoring Committee (DISHA) was convened at Hardev Bhawan auditorium today.

 Regarding the implementation of MNREGA, it was told that in the financial year 2021-22, the number of active job card holders in the district was 1 lakh 92 thousand 444.  Out of which 152641 people were provided employment under MNREGA.  During this period 47 lakh86 thousand 534 man days were created.

 In the current financial year till May 27, 18 lakh 57 thousand 238 man days have been created, which is about 57 percent of the target set for the month of May.  Payment of amount related to material component related to schemes implemented under MNREGA in the past is pending due to technical reasons.  All pending cases were asked to ensure speedy payment action.

 A target has been set to construct at least 75 Amrit Sarovars in the district during the Amrit Mahotsav period of independence.  Out of these, the foundation stone has been laid for the construction of 44 Amrit Sarovars, in which work is in progress.  At other places also, lakes are being identified for implementation under this scheme.  All the public representatives present in the meeting were also requested to provide the list of suitable ponds under their area.

 A target has been set to construct 100 Anganwadi Center buildings in the district through the convergence of MGNREGA.  Out of which the construction of 83 buildings has been started and the construction work of 6 Anganwadi Center building has also been completed.




 At present 48 sites have been identified for implementation of suitable scheme to solve the problem of water logging in Panchayats.  Out of these, 26 schemes have been approved and work has been started on 20.  All the public representatives were also requested to provide a list of the places affected by the problem of water logging so that the plan could be implemented for its redressal on priority basis.

 Presently, 11 check dams are being planned through MNREGA, 15 check dams have been constructed in the past.  16 sports grounds, 9 pond beautification, 6 MNREGA parks are also being constructed through MNREGA.  Under this scheme, 1483 cattle sheds, 62 goat sheds and 43 poultry shelters have been/are being constructed in the year 2020-21 and 2021-22 in order to create personal assets.

 Under the Pradhan Mantri Awas Yojana (Rural), 31432 houses have been sanctioned against the target of 32566 for the financial year 2021-22.  Out of which the first installment has been paid to 29270 beneficiaries, second installment to 14759 beneficiaries and third installment to 1730 beneficiaries.  In the period from 2016-17 to 2019-20, 30170 houses have been completed against the target of construction of 30744 houses.  Remaining houses have remained incomplete due to migration, death and other reasons of the beneficiaries. Action is being taken against 213 beneficiaries who did not complete the house construction work.

 The construction work of 102 houses has been completed against the target 111 for Mukhyamantri Gramin Awas Yojana (Cluster House).  All the beneficiaries of Pradhan Mantri Awas Yojana Gramin are constantly being motivated/encouraged to complete the house construction.  For this helpdesk has also been set up at district and block level.

 Under Lohia Swachh Bihar Abhiyan, approval has been given for construction of 368 community sanitation complexes in the district.  Out of this, work of 339 has been started, out of which construction work of 290 has also been completed.

 50 panchayats have been selected for the arrangement of wet/dry waste management at the panchayat level.  Out of these, sanitation supervisor has been selected in 37 panchayats.  One Swachhata Mitra is to be selected in each ward.  So far, cleanliness friends have been selected in 445 wards.  Waste processing units are to be established in all these panchayats.  For which the site has been selected in 25 panchayats and the work of construction of waste processing units in 3 panchayats has also been started.

 In the course of reviewing the livelihood, it was told that at present 28979 self-help groups are formed in the district to which 345456 families are affiliated.  At present, 2221 village organizations of livelihood and 54 cluster unions are formed in the district.  Out of the formed group, 27860 groups have circular fund available through Jeevika.  Loan facility has been provided to 27340 group through various banks.  At present, 72 Bank Customer Service Centers are operational through Jeevika for financial inclusion.  In the current year, the group has been selected for setting up 44 more bank customer service centers. In the current financial year, 6 lakh 1 thousand 740 liters of Neera has been produced / sold through Jeevika.

 Five Custom Hiring Centers (Krishi Yantra Bank) have been set up by Jeevika Group in collaboration with the Agriculture Department.

 Under the Sustainable Livelihoods Scheme, 3628 families have been provided assistance.

 In the course of review of Rural Affairs Department, it was told that under Pradhan Mantri Gram Sadak Yojna, work of 55 out of 63 schemes by the work division Rajgir, 93 out of 116 schemes by the work division Bihar Sharif and 91 out of 108 by the work division Harnaut  The plans have been completed.  Under the work division Hilsa, the work of the present 4 schemes has been completed, the work of two road plans and one bridge plan is in progress.

 Work is in progress in some schemes, which has been directed to the concerned Executive Engineer to complete it within the prescribed time limit.

 In the course of reviewing the schemes related to social security, it was told that in the current financial year, 1094 eligible people have been benefitted under Kabir Antyashti Anudan Yojana, 195 under National Family Benefit Scheme and 124 under Chief Minister Family Benefit Scheme.

 14 under the Chief Minister Inter-caste Marriage Incentive Grant Scheme (a bond of one lakh rupees is provided in the name of the bride) and Chief Minister Disabled Marriage Promotion Grant Scheme (one lakh in the case of disability of the bride or the bridegroom and the condition of both.  Twelve people have been benefitted under the

 133429 under Chief Minister Old Age Pension Scheme in the district, 136007 under Indira Gandhi National Old Age Pension Scheme, 15924 under Indira Gandhi National Widow Pension Scheme, 6407 under Indira Gandhi National Disabled Public Pension Scheme, Bihar State Disabled Pension Scheme  Under 28446, under Laxmibai Social Security Pension Scheme 35169 and under Bihar Shatabdi Leprosy Welfare Scheme 912 people are being given benefits.  All these pensioners have been paid their pension till March 2022.

 Under Housing for All Scheme (Urban), work orders have been given for construction of houses to 1232 beneficiaries in Municipal Corporation Biharsharif, 155 in Nagar Panchayat Islampur, 274 in Nagar Panchayat Silao, 340 in Nagar Parishad Hilsa and 117 in Nagar Parishad Rajgir.  The construction work of 630 beneficiaries in Bihar Sharif Municipal Corporation, 17 in Islampur, 76 in Silao and 68 in Rajgir has been completed.  Under this scheme, it was suggested not to surrender any target due to lack of land.  It was clearly said that the executive officers of all the municipal bodies should ensure that the land is marked with high priority for construction of houses.

 With reference to the Bihar Sharif Smart City project, it was informed that the work of 16 schemes costing about Rs 103 crore has been completed.  Work on 14 schemes costing about Rs 718 crore is in progress and letter of intent has been issued in 5 schemes costing about Rs 118 crore.

 In the course of review of the Nal Jal Yojana, it was told that the implementation of the scheme has been completed in 875 wards by PHED's work division Bihar Sharif and 370 by work division Hilsa.  In the wards implemented by PHED and Panchayati Raj Department, some houses in different wards have been deprived of connection.  About 18000 such houses have been identified.  Some of these houses are being given house connections through the nearest implemented scheme.  The work has been started by getting approval of 70 new schemes by PHED to cover the houses deprived of other connections.  Action is also being taken by the Panchayati Raj Department to ensure the supply of drinking water to all the deprived households through the implementation of 142 new schemes.




 In the course of review of ICDS, it was informed that a total of 3410 Anganwadi centers are functioning in the district.  At present 24 posts of Sevika and 47 posts of Sahayika are vacant.  All Anganwadi centers are being inspected regularly.  In the month of April, 2062 Anganwadi centers were inspected by various officials.  On the basis of inspection, warning has been imposed on 346 servants, asking for reasons from 136 and fine against 140.

 In order to ensure that every eligible farmer gets the benefits of various schemes run by the Agriculture Department, it has been instructed to run a massive public awareness campaign about the schemes at the Panchayat level.

 In the order of review of the Health Department, it was told that under the Kovid vaccination, 86 percent people in the district have been given the first dose and about 92 percent people have been given the second dose.  In all the hospitals of the district, proper Rogi Kalyan Samiti was constituted and directed to ensure its regular meeting.

 Instructions were given to construct boundary wall at Primary Health Center Bind and to start X-ray facility in Referral Hospital Asthawan.

 In the course of review of the supply, it was informed that due to non-seeding of ration card holders, at present 46901 beneficiaries are being deprived of the benefit of food grains immediately.  After verification and entry of Aadhaar through the concerned sub-divisional officer, their ration card is being activated.

 Before the start of the meeting, a copy of the work order was handed over to the beneficiaries of the drip irrigation schemes run by the Hon'ble MP through the Department of Agriculture.  Subsidized seeds were distributed to some beneficiaries.  Indicative keys of the harvester were also handed over to the beneficiary of the Custom Hiring Center.  Under the National Nutrition Campaign through ICDS, planning letters were distributed to 3 candidates selected from the waiting list for the post of Block Project Assistant.

 Hon'ble MP directed all the office bearers to behave tactfully towards the common people and listen to their problems patiently and try to solve them.

 In the meeting, Honorable MLA Asthavan, Hon'ble MLA Islampur, Hon'ble President Zilla Parishad, District Magistrate, Municipal Commissioner, Deputy Development Commissioner, Additional Collector, District level officers of various departments and heads of various blocks were present in the meeting.
