People meeting any complaint / problem should be compulsorily instructed to listen patiently to their problem and ensure prompt resolution of the problem.
There should not be any unnecessary external elements present at the RTPS counter, for this, all the officials were instructed to ensure surprise inspection.
Various planning units were asked to ensure action to open the accounts of the planning units at all the respective block and panchayat level for payment of salaries of newly employed teachers.
It was directed to carry out intensive mask checking campaign to prevent the spread of corona infection. For this, all the sub-divisional officers and block development officers were specially directed.
In the order of review of Transport Department, all the Block Development Officers were directed to ensure prompt payment of compensation for vehicles acquired for election work in Bihar Assembly General Election. Allotment has been made available to all Block Development Officers for payment of compensation. To receive applications from all panchayats, grant approval, purchase vehicles and ensure prompt payment of grant amount as per revised target 7 (earlier target 5 + 2 additional) for each panchayat under Chief Minister Gram Transport Scheme. Instructions were given to ensure action within the prescribed time limit.

बिहार लोक शिकायत निवारण अधिकार अधिनियम के तहत विभिन्न लोक शिकायत निवारण पदाधिकारी द्वारा मामलों की सुनवाई के क्रम में संबंधित लोक प्राधिकार को अनिवार्य रूप से उपस्थित रहने का निर्देश दिया गया। अगर किसी महत्वपूर्ण कारणवश लोक प्राधिकार के पदाधिकारी स्वयं उपस्थित नहीं हो सकते हैं तो ऐसी परिस्थिति में मामले के जानकार प्रतिनिधि को सुनवाई में उपस्थिति हेतु प्राधिकृत करने को कहा गया। लोक शिकायत निवारण पदाधिकारी द्वारा वीडियो कॉन्फ्रेंसिंग के माध्यम से भी मामलों की सुनवाई की जा रही है, जिसके लिए सुनवाई के लिए निर्धारित समय पर संबंधित लोक प्राधिकार को वीडियो कॉन्फ्रेंसिंग के माध्यम से भाग लेने का निर्देश दिया गया।
प्रधानमंत्री आवास योजना ग्रामीण के तहत निर्धारित लक्ष्य के अनुरूप सभी पात्र लोगों के लिये आवास की स्वीकृति एवं गृह निर्माण की प्रगति के अनुरूप प्रथम, द्वितीय एवं तृतीय किस्त के राशि का त्वरित भुगतान सुनिश्चित करने का निर्देश दिया गया। गृह निर्माण के कार्य को पूर्ण कराने पर विशेष बल देने को कहा गया। इसके लिए सभी आवास सहायकों के साथ नियमित समीक्षा सुनिश्चित करने का निर्देश दिया गया। गृह निर्माण की प्रगति के संबंध में खराब प्रदर्शन करने वाले आवास सहायकों के विरुद्ध कार्रवाई का प्रस्ताव भेजने का निर्देश सभी प्रखंड विकास पदाधिकारियों को दिया गया।
मुख्यमंत्री आवास स्थल क्रय योजना के तहत सभी भूमिहीन लाभुकों से वास भूमि का क्रय करा कर आवास निर्माण का कार्य पूर्ण कराने को कहा गया।
नल जल योजना के तहत पंचायती राज विभाग के माध्यम से क्रियान्वित 4 वार्डों की योजनाएं अपूर्ण हैं। जिसमें अस्थावां एवं चंडी प्रखंड के एक-एक वार्ड तथा हरनौत प्रखंड का 2 वार्ड शामिल है। इन सभी वार्डों में योजनाओं का क्रियान्वयन तेजी से करा कर पूर्ण कराने का निर्देश दिया गया। सभी योजनाओं में सोख्ता का निर्माण के साथ-साथ विधिवत विद्युत कनेक्शन हेतु भी कार्रवाई करने का निर्देश दिया गया।
सभी क्रियाशील पंचायत सरकार भवन में विभिन्न कार्यों /सेवाओं के लिए प्रतिनियुक्त कर्मियों की अनिवार्य उपस्थिति सुनिश्चित कराने का निर्देश दिया गया। क्षेत्र निरीक्षण/ भ्रमण के क्रम में पंचायत सरकार भवन का निरीक्षण अनिवार्य रूप से करने को कहा गया। निर्माण कार्य पूर्ण पंचायत सरकार भवन को भी क्रियाशील करने हेतु कार्रवाई का निर्देश दिया गया। निर्माणाधीन पंचायत सरकार भवन के निर्माण कार्य में तेजी लाते हुए पूर्ण कराने को कहा गया।
सामाजिक सुरक्षा से संबंधित विभिन्न पेंशन योजनाओं की समीक्षा के क्रम में बताया गया कि वर्तमान में 2 लाख 93 हजार सतत्तर लोगों को विभिन्न पेंशन योजना का लाभ दिया जा रहा है। पेंशन से संबंधित लंबित मामलों का त्वरित निष्पादन सुनिश्चित करने को कहा गया। मुख्यमंत्री वृद्धजन पेंशन योजना के तहत जिला के 85 हजार480 लाभार्थियों को ₹500 प्रति माह पेंशन का भुगतान किया जा रहा है। इस योजना से संबंधित 654 आवेदन विभिन्न स्तर पर लंबित हैं। जिला पदाधिकारी ने सभी लंबित मामलों का त्वरित निष्पादन सुनिश्चित करने का निर्देश दिया। बिहार शताब्दी कुष्ठ कल्याण योजना के तहत 725 लाभुकों को 15 सौ रुपए प्रतिमाह पेंशन का भुगतान किया जा रहा है। अन्य पात्र लोगों को भी इस योजना से आच्छादित करने का निर्देश जिलाधिकारी ने दिया।
Tolls have been identified for the construction of 358 community toilets in the district under Lohia Swachh Bihar campaign. Out of these, construction work of 120 community toilets has been completed, construction work is going on in 124 and construction work has not started in 114. The District Magistrate explicitly instructed to complete the construction work of all the under construction community toilets and to start construction work immediately where construction has not started.
Priority was given to the execution of all pending cases related to the creation of new ration cards.
Deputy development commissioner, director DRDA, all subdivisional officers, district transport officers, district education officers, district level officers of various departments, all block development officers, etc. were present in the meeting.
