The Government will, by an ordinance on June 5, 2020, make necessary arrangements under the Essential Commodities Act 1955 and 1980 to regulate the production, supply, distribution, trade and commerce of certain commodities which will make changes in agriculture and farmers' There will be a visionary step towards increasing income.
The Government believes that this amendment will reduce excessive regulatory intervention, increase private sector and foreign direct investment, safeguard consumer interests, encourage investment, stabilize prices and regulate public distribution system in relation to food regulation Not applicable etc. will get benefits.
Under any special circumstances under which the government can take it back in time of war famine, extraordinary price rise and serious natural disaster. Such a provision is being made in this bill.
Mr. Kumar drew attention to some of the fears in the bill and said that this law seems to interfere in the authority and power of the state governments. This will weaken the hands of the state governments. This can cause difficulties in controlling billboards and price increases. The capitalist people will also try to benefit from it. In that case, there should be a provision for multiple punishment. If someone commits black marketing, then he should also be regulated to be a part of stringent punishment. As far as I know, the Expert Committee should have drafted it after considering all the points, but the main objective should be to stop the rights and reckless price rise of the states, which today the people are distressed and traumatized.
He also said that the law is quite effective in controlling the price of any goods to the government. If there is some fidgeting there then the general public will have to bear the brunt of it.
Therefore, the government will take care of these aspects. Now items like cereals, pulses, oilseeds, edible oils, onions, potatoes, tomatoes are getting out of control, so farmers will get a direct benefit of the market price. Now there is only one fear that the general public will not get caught in it. Because it has been seen earlier in the country that black-market increases when the government's control is removed from anything. There is a need to curb it.
Now yesterday, the government imposed a complete ban on onion exports. 40 kg of onion and tomato are being sold in the country for Rs 80 kg. But farmers are not benefiting from this. Lentils are touching the sky again. The farmers are not getting any benefit. Therefore, there is a need to make monitoring mechanisms properly.
