 Alok Azad said that in the light of Bihar Secondary Teacher and Librarian (Planning and Service Conditions) Rules 2006, Revised Rules 2009, Rules 2012 and Bihar Secondary School Services (Appointment, Promotion, Transfer, Disciplinary Action and Service Conditions) Rules, 2020, efficiency for salary increase.  It is mandatory to pass the screening test.  It is the responsibility of the education department to organize the proficiency test.

 Alok Azad said that in the light of the above rules, the responsibility of conducting the proficiency test was of the State Council of Education Research and Training, Patna.  Even though the exam has not been conducted.  As a result, teachers and librarians are constantly suffering.

 Alok Azad said that in such a situation, the teachers who were deprived of the proficiency test, as well as the teachers who failed in the first attempt or second attempt in the year 2016, could not get the opportunity to sit in the second or third attempt, due to which their salary increase is being affected.

 Alok Azad said that about 5000 employed teachers and librarians of Bihar, victims of inaction of Bihar Government and Education Department, according to Bihar Government's Service Conditions Rules 2006, Revised Rules 2009, without passing the proficiency test, banned the annual increment of teachers and librarians employed.  Was.  Despite this, the proficiency test has not been conducted by the government since July 19, 2016.
