There is nothing for the SHG in the announcement of the Central Government's package of 20 lakhs. The government's announcement is that they will get exemption from depositing loan installments for one year. Debt will not be forgiven, instead they are given exemption in the time of depositing the loan. We all know that the economic condition of women has also deteriorated due to lockdown like all other working class. It will not be possible for them to repay the loan even after one year. On the other hand, private companies running self-help groups are still forcibly collecting loan installments. The government is continuously waiving the debts of the big capitalists, while there is a need to recover debt from them and provide relief to poor women.
The Bihar government has decided to give 4 masks to each family. Its construction was announced to be given to the self-help group. But the reality is that not all groups were given this task. Even if given somewhere, masks are not being purchased from them. Had this decision been implemented seriously, the group could have received a major financial support. Instead of implementing it, only big things are being done about employment.
We found in the past investigation that there has been a big change in the composition of rural women. Apart from the work in the first farm, he had little other work. But now she has also become involved in various types of employment. Till now we have organized only cooks and ASHA workers and the effort to organize many other sections is very weak.
In Bihar, more than 1 crore women are organized into self-help groups. There has been talk of organizing these rural women many times, but so far we have not been able to take any concrete initiative in this direction. In this time of trouble from lock down, we can make a place among them by raising their demand. In these groups, women of our party families and supporters base are organized in large numbers. So, if we try, a dharna program can be organized in every village. In this process, not only can their organization stand, but women workers can also develop from among them.
With this picket we can start organizing them and based on the experiences gained from this, a detailed plan can be organized to mobilize self-help groups further.
Right now in Mansa, Punjab, there has been a big demonstration related to debt waiver of women of self-help groups under the leadership of our party. It would be appropriate to raise the demand of self-help groups in this phase of lock down. What will be the situation after May 31 is not yet clear. This is the first time for us to mobilize this section. So there may be some problem. The party district secretary should try to make the program a success by teaming up with Appva's colleagues.
