In this regard, Transport Secretary Mr. Sanjay Kumar Agrawal has instructed the District Transport Officer and MVI of all the districts to take action. At the same time, he has asked the DTO and MVI to ensure that under no circumstances vehicles without numbers do not come out of the show room on the road.
Transport Secretary Shri Sanjay Kumar Aggarwal informed that a meeting will be held on August 13 with all the auto companies through video conferencing in this regard, in which the final vehicle will be given a final warning to the defaulting vehicle companies. If there is no improvement then their registration will be banned.
The provision in this regard is clear that the vehicle along with HSRP and number plate should be supplied to the buyer at the time of delivery of the vehicle by the vehicle seller ie the dealer.
A special drive will be conducted on the numberless vehicles on the roads. During the campaign, fines will be imposed on vehicles without number plates and action will be taken to seize the vehicles. Also action will be taken against the dealer who sold the vehicle without installation.
The Transport Secretary has also appealed to the people not to take delivery of the vehicle without number plates otherwise the vehicle may be confiscated by the police.
The Transport Secretary has stated that it is mandatory to install high security registration plates on all vehicles. Companies will have to install high security number plates on each vehicle. Not doing so by vehicle companies / dealers is a violation of law and a crime. Due to the lack of numbers on the vehicles, the owner of the vehicle is not able to be detected properly after the road accidents.
Criminals also commit incidents of theft and other crimes due to the number of vehicles coming out of the show room. In such a situation, the vehicle owner will be fined and the vehicle forfeited and the dealer's license will be canceled if the number is removed.
The Transport Secretary has said that if the vehicle without HSRP or without numbers exits the show room, the DTOs and MVIs of the respective districts will also be accountable. Action will also be taken against such officials.
Sub-section 6 of Section 41 of the Motor Act 2019 provides that the dealer for whom registration is applied, the dealer may not give the vehicle to the owner unless he has a high security number plate and number. If this is not done, the dealer will be fined under 192B. At the same time, action will be taken against the vehicle owner under section 192.
